His professional practice focuses on antitrust, merger control, economic regulation and administrative law. In addition, he has extensive experience in consumer protection and unfair competition proceedings, as well as in public procurement and personal data consulting. He joined the firm as an Associate in 2021. Previously, he worked at Estudio Díez Canseco (2019-2021) and the Peruvian Competition Agency (the National Directorate of Investigation and Promotion of Free Competition of INDECOPI, 2018). Samuel is a lawyer from Universidad Nacional Mayor de San Marcos (UNMSM), where he graduated with highest honors, and has studies in public law at the Universität zu Köln (Germany). He has been assistant professor of Competition Law and Administrative Law courses at the Universidad Nacional Mayor de San Marcos. He served as General Coordinator of the Research Group on Administrative Law - TIDA of the UNMSM and scholarship holder of the XXV edition of the University Extension Course on Telecommunications of the Peruvian Telecommunications Regulator (OSIPTEL). He is a native Spanish speaker and is fluent in English and German.
